The short explanation of this alert was:

America and Illinois need real energy independence. More renewable energy in Illinois means
more jobs, more economic development, and a cleaner environment. State Senator Pat Welch and State Representative Art Turner have recently introduced legislation to require utilities to generate 5% of their energy sales in Illinois from renewable energy resources by 2010 and 15% by 2020.

Thirteen other states, including several Midwestern states and even Texas, have adopted Renewable Energy Standards. Governor Rod Blagojevich supported a "vigorous" RPS during his campaign. This is a common-sense proposal to make sure that Illinois begins using cost-effective and clean renewable energy technologies that are available off-the-shelf today.
