President's Budget Includes Drilling in the Arctic Refuge!

The short explanation of this alert was:
Once again the Bush administration is attempting to use the annual budget process to advance a major change in law that has been strongly opposed by the American people and the US Congress. By asking for a provision to allow drilling in the Arctic National Wildlife Refuge to be included in the annual budget, the Bush administration is hoping to avoid a filibuster of the issue in the Senate (budgets can’t be blocked by filibuster). This is the exact same tactic that the administration used last year and which was rejected twice last year alone, first by the Senate, and the second time by the House – Senate conference committee on the energy bill.
