The short explanation of this alert was:
Power plants are the largest individual emitters of carbon dioxide, the most prevalent greenhouse gas. Under current law, there is no limit to the amount of carbon dioxide power plants may emit. Limiting CO2 emissions from power plants through a carbon cap is the most important step we can take to reduce the pollution that causes global warming.
