We, the undersigned, are concerned about the number of times Surfrider Beach fails to meet clean water standards. In the dry season of 2008, Surfrider Beach exceeded safe levels of bacteria 74 times. We believe that impaired septic systems in the Malibu Civic Center area, Serra Retreat, and the Malibu Colony caused these failures. We support efforts by the Los Angeles Regional Water Quality to provide a wastewater solution for the area affecting water quality at Surfrider Beach. We want to emphasize that the implementation of an integrated wastewater and stormwater treatment plan is fundamental to sound city planning.
We ask for the following:
1. The Los Angeles Regional Water Quality Control Board (RWQCB) create an integrated wastewater and stormwater treatment plan for the Lower Malibu Creek Watershed. Focus this system on alleviating chronic pollution problems at Surfrider Beach.
2. A moratorium on all future development in the area until the integrated system above is complete.
3. The City of Malibu and the RWQCB begin these plans by 2011, and move to better protect the health of 1.5 miilion recreational users at Surfrider Beach.
