The short explanation of this alert was:
This spring, the Texas Water Development Board (TWDB) will issue new rules to guide the state's ongoing long-term water planning process. We must make sure there is enough water in rivers to support fish and wildlife, fresh water flowing into bays and estuaries to support abundant marine life, and groundwater in our aquifers to maintain springs and the base flows of rivers and streams.
