Medicaid covers 1 in 5 Americans, and plays a major role in providing coverage for people with special needs. Financed jointly by the federal government and the states, it has been a successful and flexible partnership for 5 decades. The Affordable Care Act expanded coverage to low-income adults, and 37 states have taken up this option thus far, providing coverage to over 12 million Americans. All age groups—from children to the elderly—are served by Medicaid in every Congressional district.
