On September 15, 2026, the Berkeley City Council will vote on adoption of a “resolution opposing the handling, storage, and transport of coal and petroleum coke in the San Francisco Bay Region, urging stringent regulation of such facilities by the Bay Area Air District, and in support of Assembly Bill (AB) 40.” The resolution is sponsored by Councilmembers Igor Tregub (Author), Rashi Kesarwani (Co-sponsor), and Terry Taplin (Co-sponsor). [If Governor Newsom signs it into law AB40 will require an updated and comprehensive Environmental Impact Report (EIR) for large coal-handling facilities like the proposed rail-to-ship export terminal in West Oakland.]

Berkeleyans active in the Keep Coal Out of the East Bay coalition are organizing a rally outside the Berkeley City Council meeting while the council considers the resolution. The rally will feature local leaders in Public Health, Faith, Labor, and Environmental Justice; larger than life puppets blocking a mock coal-train; Singing Resistance; and new banners, posters, and picket signs designed by local activist art impressario David Solnit.

LOCATION NOTE: The Berkeley City Council meets in the Board Room of the city’s school district, at 1231 Addison St. Our rally will be held around the corner of the same complex of BUSD buildings, on the southwest corner of University Avenue and Bonar Street — a more spacious and visible location than on Addison St. We’ll be easy to find!
