Greetings and thank you as always for your service to our great state. As Georgians, we are known for our ‘Southern hospitality,’ which often serves to warm difficult or challenging relationships. Therefore, we write to entreat you, along with all your colleagues from the Georgia Congressional delegation, to clasp hands with new or nontraditional allies, break with partisan politics, and help lead the long overdue peace process now underway in Korea.

The Campaign for Peace in Korea is a multi-generational, nationally growing movement of Korean Americans and allies working for peace and reconciliation on the Korean Peninsula. As a whole, it spans a wide spectrum of communities affected by conflict in the region. We, the undersigned, are your constituents - we are Georgians, and we are committed to ending the long-forgotten Korean War.

Right now, there is a particular sense of urgency regarding the situation on the Korean Peninsula. A rare diplomatic opening exists that could lead to sustaining peace in the region.

We ask that you support negotiations toward a new relationship between the U.S. and North Korea. We are seeking Congress’s support to replace the 70-year-old Armistice Agreement (which halted hostilities in the 1950-1953 Korean War) with a formal Peace Treaty to finally end the ongoing war.  The war is estimated to have cost the U.S. $30 billion in 1953, (approximately $350 billion today); the U.S. and the Republic of Korea combined have spent countless billions more on the ongoing security and military forces stationed around the peninsula to this day.  Beyond the economic costs, there are even greater socio-economic costs. Eighty million people on the Korean Peninsula, millions more in the diaspora, and all peace-loving people around the world wish to see peace occur. Over 70% of South Koreans want peace and reconciliation with the North, and over 54% of American voters applauded the U.S./North Korea Summit.

Koreans are a people with a 5,000-year history who share a common language, culture, and tradition. When World War II ended, Korea was finally liberated from 35 years of  Japanese occupation, only to be divided by the Soviet Union and the U.S. into North and South. This division led to the Korean War, causing the deaths of four million people, the majority of whom were civilians. At the end of the devastation, the promise to replace the Armistice Agreement with a Peace Treaty was never realized. As a result, Koreans on both sides of the heavily-armed demilitarized zone live, to this day, in a virtual state of war and distrust. For over three generations, they have been kept apart from each other through the use of weapons, landmines, and barbed wire fences. Too many elderly Koreans have died while waiting to reunite with their loved ones. Fortunately, right now Georgia Congressional members have an opportunity to help create safety and security for all Korean families and their communities.

There is a rare opportunity to achieve peace in our lifetime. Please seize this moment, realizing that peace in Korea can lead to peace and prosperity throughout North East Asia, which will result in a lower incidence of use of force in the future. We urge that you, esteemed members of the U.S. Congress, commit to achieving lasting peace in Korea. Please support and join our efforts toward a formal Peace Treaty.

Steps Members of Congress Can Take:

• Support diplomacy and a peace agreement with North Korea. Support a peace agreement when it comes before Congress. Give a floor speech, write an op-ed, or do other media outreach to support diplomacy with North Korea, support the pursuit of a peace agreement to formally end the Korean War, and oppose any preventive military action.

• Support peace efforts and work with the administration to achieve peace in Korea by coordinating policy and focusing on a process of reciprocal security guarantees. Oppose further sanctions and punitive legislation, support all efforts for a diplomatic plan, and support citizen and parliamentary diplomacy efforts.

• Protect humanitarian operations in North Korea by passing stronger humanitarian sanctions exemptions, rescinding travel restrictions, and holding hearings on the humanitarian situation.

지금은 엄중한 시기임을 주지하시기 바랍니다. 한반도 지역의 평화를 유지할 수 있는 드문 외교적 기회를 만드십시오.

우리는 귀하께서 북미간 새로운 관계를 여는 협상을 적극 지원해 줄 것을 요청하고자 합니다. 지난 70년간 지속된 한반도의 휴전상태를 끝내고, 북미간 공식적인 평화협정을 체결하는데 연방하원의 적극적인 지지를 호소합니다. 1953년까지 전쟁비용은 미화 300억 달러 (현재 약3천5백억 달러)로 추정됩니다. 미국과 한국에 걸쳐 현재까지 안보와 한반도 주변에 주둔하고 있는 군대에 많은 비용을 소모했습니다. 경제적 비용 외에도 훨씬 더 많은 사회 경제적 비용이 있습니다. 8천만명의 한민족 겨레와 해외동포들 뿐만 아니라, 평화를 사랑하는 모든 이들이 평화를 염원하고 있습니다. 70% 이상의 남한 국민이 북한과 화해와 평화를 원하고 있으며, 54% 이상의 미국민 또한 북미 정상간의 회담을 지지하고 있습니다.

한국인은 5000년 이상의 역사적 바탕 위에 언어, 문화와 전통을 서로 공유한 한민족입니다. 하지만, 세계 제 2차 대전이 끝나고 35년간의 일본의 강점에서 해방됨과 동시에, 미국과 소련에 의해 신탁통치를 받게 되었습니다. 이러한 이데올로기의 대립은 결국 남북간의 한국전쟁으로 이어졌고, 4백만 이상의 무고한 생명이 희생되었습니다. 전쟁의 참상이 끝난 후 평화협정의 체결은 온전히 이행되지 못했고, 결과적으로 한국민들은 오늘날까지 미무장 지대를 중심으로 서로 중무장한 채 대치상태를 이어가고 있습니다. 휴전선의 철책과 지뢰, 중화기 등이 삼대가 넘도록 서로를 갈라 놓고 있습니다. 상봉을 바랬던 많은 이산가족들은 점점 나이가 들어, 대다수가 서로 만나지 못한 채 지금도 죽어가고 있습니다. 다행히도, 지금 조지아 연방하원들은 그들을 도울 절호의 기회를 맞고 있습니다.

개인이 인생을 살아가는 동안에 평화에 크게 이바지 할 수 있는 기회는 자주 오지 않습니다. 한반도의 평화가 동북아 전체의 안정과 평화로 이어지며, 미래에 사용될 수 있는 무력 또한 현저히 줄어들 수 있다는 사실을 명심하시기 바랍니다.  존경하는 미 연방하원 의원으로서, 한국의 지속적인 평화를 위한 귀하의 결심을 다시 한번 촉구하는 바 입니다. 바라건대, 평화협정의 체결을 위한 우리의 노력에 지지와 참여를 당부 드립니다.

상.하원에서 할 수 있는 구체적 방안들:

• 북한과 외교적 협상 및 평화협정을 지원해 주세요.

하원에서 평화협정이 논의 될 때 이를 적극적으로 지원해 주십시오. 북한과 외교적 협상을 지지하는 하원에서의 연설을 요청 드리며, 언론에도 이를 적극적으로 알려 주시길 바랍니다. 또한, 어떠한 선제적 군사 행동도 배제되어야 함을 주지시키고, 한국전쟁을 공식적으로 끝낼 평화협정을 적극적으로 지원해 주시기 바랍니다.  

• 한반도의 평화를 위한 노력을 지원하고 행정부와도 협력 하십시오.

북미 상호간의 안전을 보장하는 과정에 주안점을 두고 행정부와 정책을 긴밀히 조율해 주십시오. 더 이상의 제재는 지양해야 함을 상기하고, 의회와 민간차원의 외교적 노력을 적극적으로 지원해 주시기 바랍니다.

• 북한내 인도적 지원을 보호해 주십시오.

북한내 인도주의적 상황에 귀를 기울여 주시고, 이와 관련된 사업에 대하여 보다 폭 넓게 제재 조치를 면제하고, 여행 완화 조치도 취해 주시기를 거듭 당부 드립니다.
