That’s why Portsmouth city employees are uniting for a voice in decision-making on everything from pay and benefits to transparency in promotions and improvements in the quality of services.

Virginia is one of three states that limit public employees’ ability to bargain for improvements at work. The state legislature is considering legislation that would allow city and county employees to bargain collectively, which would result in a binding contract, giving us a true voice in decision making.
