The Campaign for Safe Cosmetics, a project of BCPP, is collaborating with leading cosmetic companies and NGOs on a comprehensive package of federal bills that will get toxic chemicals out of beauty and personal care products. These historic bills will be introduced in Congress in May 2023.

• Toxic Free Beauty Act. This bill will ban 11 of the most toxic chemicals on the planet from beauty and personal care products sold in the U.S., including mercury; 4 types of formaldehyde (plus Quaternium-15, Paraformaldehyde, Methylene Glycol); m-phenylenediamine and o-phenylenediamine; Diethylhexyl phthalate; Dibutyl phthalate; Isobutylparaben and Isopropylparaben. • Cosmetic Fragrance and Flavor Ingredient Right to Know Act. This bill will require the disclosure of all fragrance and flavor chemicals in our personal care products including EU fragrance allergens. • Cosmetic Safety for Communities of Color and Professional Salon Workers Act. This bill will create cosmetic safety protections for women of color and professional hair, nail and beauty salon workers – two vulnerable populations who are most at risk of unsafe exposures because of the toxic chemicals in the products marketed to them or commonly found in their workplaces. • Cosmetic Supply Chain Transparency Act. This bill will require upstream suppliers to provide ingredient disclosure and safety data to cosmetic companies so that they can get the information they need to make safer products.
