The Cannabis Administration and Opportunity Act (CAOA) would finally bring federal law in line with the will of the people and the reality on the ground in dozens of states.

• Remove cannabis from the federal Controlled Substances Act

• Expunge past nonviolent federal marijuana convictions

• Let states make their own cannabis laws without interference

• Create a federal regulatory system for cannabis products

• Tax cannabis sales and reinvest in communities most harmed by criminalization

• Support small businesses and equity applicants trying to enter the cannabis industry

• Expand medical research and improve access for veterans

Millions of Americans already live in states where marijuana is legal. This bill would ensure federal law finally catches up—and that the people most hurt by outdated policies are prioritized in what comes next.
