The Texas Commission on Environmental Quality (TCEQ) is accepting public comments on a proposed draft wastewater discharge permit modification and renewal for Chevron Phillips Chemical’s Cedar Bayou Plant in Harris County, Texas.
If constructed, the new plant would be capable of producing over 60 million standard cubic feet of hydrogen every day, releasing 6.53 tons per year of air pollutants and the proposed modifications would incorporate wastewater discharges from an ethylene production unit at the Cedar Bayou Plant and wastewater discharges from the nearby Air Products Cedar Bayou Hydrogen Plant.

Hello, I am writing today to ask TCEQ to reject the draft wastewater discharge permit modification and renewal for Chevron Phillips Chemical’s Cedar Bayou Plant.
The Cedar Bayou Plant is a petrochemical manufacturing complex located along the Houston Ship Channel, that produces 3.3 billion pounds (!!) of ethylene, which accounts for almost 13% of the global production petrochemical industry’s CO2 emissions.
After Hurricane Beryl, the Cedar Bayou Plant was identified as a contributor to record heat, and Harris County has worse air quality than 98% of counties in Texas–which could lead to more cases of asthma or respiratory conditions.
The impacts of these petrochemical plants can’t be understated. If constructed, the new plant would be capable of producing over 60 million standard cubic feet of hydrogen every day, releasing 6.53 tons per year of air pollutants.
Please reject this draft wastewater permit modification.
