The Early Years
Doug Metcalfe grew up on a 40-acre farm in rural Western New York State. His parents sustained their family by freezing and canning vegetables from their large garden, milking the family cow, raising chickens for eggs and pigs for the freezer. The farm wasn’t a livelihood for his parents and his father was a union machinist in a neighboring town. His mother waited tables, became the cook at the school cafeteria and eventually went on to open her own restaurant. In addition to his family farm chores, Doug started his first job at age 12 delivering the afternoon paper. He then worked on local farms and mowed yards and did other odd jobs for neighbors. When not at school, he spent most of his high school and college years working at his mother’s restaurant and his brother’s drag racing track. His parents instilled in him at an early age the importance of family and community. Both of his parents were involved in local organizations that gave back to the community. During his teenage years, the family had three eighty-year old relatives that lived with them.
Doug was the first person in his family to pursue a college degree. He graduated from SUNY College of Fredonia with a bachelor’s degree in Business Administration. He went on to graduate school at Xavier University earning a master’s degree in Healthcare Administration.
During his college years, Doug was very involved in both leadership roles and community service.
Following graduate school, Mr. Metcalfe had a distinguished career as a healthcare executive working for leading regional and world class healthcare organizations. As a service line administrator, he developed strategic relationships with referring physician groups and hospitals, while strengthening the organization’s marketing and brand identity. He successfully increased patient volumes and outcomes. In addition, he was responsible for the day-to- day operations of large physician groups including staffing, budgeting, and billing.

coordinated large and complex construction projects including a multi-million dollar cancer center and the first water cooled radioactive medical device in the US
conducted and implemented major performance improvement initiatives that reduced costs and improved service, such as reducing surgical readmissions and reducing emergency wait times.
Mr. Metcalfe also focused much of his career on developing and implementing strategic initiatives that provided patients with access to the best possible care. Mr. Metcalfe was very involved in professional organizations, mentoring new healthcare managers and was awarded the American College of Healthcare Executives (ACHE) Early Career Healthcare Executive award by the Delaware Valley chapter of the American Healthcare Executives.
While working as a Healthcare Executive, Mr. Metcalfe also volunteered with many community service and non-profit organizations. Serving on Boards, Committees and volunteering in many ways small and large. He implemented a major branding and name change for a small non- profit. Doug served as a hearing officer and mentor for first time juvenile offenders. He developed a lifelong friendship through the Big Brother program. Doug chaired and implemented a strategic planning process for a state-wide advocacy group. He served as a volunteer weekend manager for a non-profit children’s charity.
Later in his career, he transitioned into the nonprofit world when an opportunity opened through a favorite volunteer position. Mr. Metcalfe served as the House Manager for the Philadelphia Ronald McDonald House where he was responsible for the day-to- day management of the 40+ guestroom facility for families with sick children. Through this work, Doug supported families from all around the country and world that were seeking the best medical care for their seriously ill children. He implemented a new software registration system to provide better service to the families, implemented training programs for staff and volunteers, and updated policies and procedures to enhance each family stay.
Doug fell in love with Berks County and is excited to raise his family here. Living here reminds him of his childhood roots. The family values, community involvement, and natural environment are the perfect place to raise a family.
Shortly after moving to Berks County, Doug traded in his long commute for more time raising his children. He quickly became involved in the Twin Valley School District. He was elected treasurer of the local elementary school PTO and president of the middle school PTO. He implemented new fundraising programs that dramatically increased funds raised for the schools. He served on the School District’s Advocacy Committee and Comprehensive Planning Committee. As an avid runner, he also founded and coaches a running club at the middle school. Based on his involvement with his children’s education, Mr. Metcalfe quickly became a public- school advocate reaching out to elected officials to advocate for adequate funding for public schools, appropriate class-sizes, reducing standardized testing and other concerns.
These activities led him to run for TVSD School Board in 2015, where he now chairs the Board’s Advocacy Committee and continues to advocate for public education on the local, state and federal levels.
Since moving to Berks County, Mr. Metcalfe has also been involved with and is a founding board member of Rock Hollow Woods Environmental Learning Center. He also has served as an Assistant Troop Leader and volunteer for his daughter’s Girl Scout troop. His family also hosts a child each summer through the Fresh Air Fund. Doug is also very involved with his children’s sporting and school activities as a volunteer, board member, and fundraiser.
Mr. Metcalfe resides in Robeson Township with his husband, Brian, and their two daughters.
