Join the campaign for change at Southwest Virginia Rush Soccer Club, Inc. Club leadership has consistently failed to adopt practices of good nonprofit board governance. These failures coupled with chronic poor leadership have led to:

  1. Serious non compliance with Federal Law S.534 - Protecting Young Victims from Sexual Abuse and Safe Sport Authorization Act of 2017. View full report.
  2. Allowing additional violations after the report was made. Post report violations include:
    1. On April 24, 2021 allowed a competitive adult official to coach a match between two Rush teams without a background check, despite explicit instructions from VYSA that anyone without a background check was not allowed further contact with players.
    2. Failure to conduct legally required background screening and complete mandatory SafeSport Abuse Prevention training for at least one paid coach 18 years and older during the Radford Summer Day Camp held the week of June 14, 2021.
    3. Failure to complete legally required SafeSport Abuse Prevention training for minor coaches under the age of 18 at Radford Summer Camp the week of June 14, 2021 and Abingdon Summer Camp the week of June 21, 2021.
    4. Failure to complete and document discretionary reviews of at least two volunteer coaches with results.
  3. Refusal to implement SafeSport prevention recommendations provided in May 7, 2021 report, including:
    1. Did not post prohibited conduct policy to website.
    2. Did not include policy acknowledgements and consents on all volunteer registrations.
    3. Did not create and approve written conduct policy violation reporting procedure.
    4. Did not create a conduct polity violation reporting form.
    5. Did not establish violation reporting email address monitored by independent Risk Assessment Coordinator.
    6. Did not communicate policy directly to adult and youth participants at least once per season.
    7. Did not invite youth participants 13 years and older to complete voluntary SafeSport age-appropriate training with parental consent.
  4. Failure to comply with proper background check disclosures and consents, possibly violating the Fair Isacc Reporting Act and rights of volunteer and paid coaches.
  5. Non compliance of corporate By-Laws as Ratified by membership on July 31, 2016. No required Annual General Meeting has been held since December 2018. The terms for all current board members have expired.
  6. Classifying workers as independent contractors, potentially creating large future tax liabilities, fines, and penalties. Read "Alert: IRS considers paid coaches employees, not contractors." Club directors received this guidance on August 14, 2019 (view screen shot).
    1. In 2019 on IRS Form 990, line 12, page 1, the club reported $47, 275 in "Salaries, other compensation, and employee benefits." No payroll taxes were paid.
    2. In 2020, on IRS Form 990, line 12, page 1, the club reported $24,200 in "Salaries, other compensation, and employee benefits." No payroll taxes were paid.
  7. Classifying workers as independent contractors, making the club ineligible for COVD-19 relief funds such as the Paycheck Protection Program (PPP), SBA Economic Injury Disaster Loan (EIDL) or the EIDL Advance Grant, and Rebuild Virginia Grants. When the club had a second chance to secure EIDL Advance and Supplemental grants under revised guidelines, the board president declined (see email).
  8. Loss of $7,500 in local Washington County, VA government funding for the current 2021-22 fiscal year. The club was unresponsive to the annual funding announcement and missed the application deadline.
  9. Raising standard Washington County, VA recreational fees by 20% since the club took over from Highlands Soccer Club in 2019.
  10. Eliminating the no cost rate for Washington County, VA families qualifying for F/R school meals. For the current 2021-22 season, the replacement $10 per player F/R priced meal qualifying rate increased 250% to $25 per player.
  11. Raising 2021-22 NRV Area Developmental Soccer registration fees while eliminating lower cost Futures League offerings.
    1. Pre-k soccer fees increased from $15 to $35 per child, a 133% increase
    2. U8 soccer fees increased from $30 to $75 per child, a 150% increase
  12. Fees increased despite net surpluses reported for years ending July 31, 2019 and July 31, 2020. In 2020, IRS Form 990, line 22, page 2 reported year end "Cash, savings, and investments" of $38,493.
  13. A lack of transparency and accountability to membership. The board has refused to openly share and implement improvement plans based on member feedback gathered by the Spring 2021 Club Pulse Survey. Click below to review the feedback.
