Ten states have passed laws prohibiting the testing of cosmetics on nonhuman animals, but all ten bills are at risk due to a federal omnibus spending bill being jammed through Congress.

If passed as-is, the federal bill could disallow states from enforcing or enacting regulations restricting what companies can do to prove their cosmetics are safe (i.e., disallow states from banning cosmetics animal testing) even though the FDA does not require cosmetics to be tested on animals.
