The Better Collaboration, Accountability, and Regulatory Enforcement (CARE) for Animals Act of 2023 – a federal, bipartisan bill that has been introduced in both the Senate (S. 2555) and the House (H.R. 5041) – has the potential to impact animals trapped in laboratories.

Importantly, the Better CARE for Animals Act recognizes that the USDA has not been enforcing the Animal Welfare Act (AWA) effectively. Rather than establishing a new law, the Better CARE for Animals Act seeks to bolster the enforcement of the AWA, the only federal law that applies any standards to the use of animals in experimentation.
