In 2023, California's Reparations Task Force recommended that the state return the wages and wealth it stole from residents who descend from persons emancipated in the U.S. (American Freedmen) by creating a guaranteed income (unrestricted direct cash payments) program, starting with our seniors first.

In 2024, as part of the state budget, California approved a Guaranteed Income program for all seniors aged 60 and over who meet certain income eligibility criteria.

On February 26th, 2025 the State Assembly Human Services Budget Committee will meet to discuss this program.

Here's what WE want the Committee to do:
Put language in the 2025 budget bill that updates the senior guaranteed income program approved last year so that American Freedmen seniors get additional (more) guaranteed income as part of the existing program due to the fact that they are descendants of persons emancipated in the United States, people whose ancestors were subjected to generations of wage and wealth theft.

OR

Put language in the 2025 budget bill that creates an entirely new guaranteed income program for American Freedmen seniors.
