The Board of Veterans' Appeals has raised attorney production quotas to a level that leaves too little time for the de novo review the law requires. In a June 2026 survey, 93% of more than 300 Board attorneys said the current standards do not allow enough time for meaningful review, and 97% said the standards have increased the likelihood of factual or legal errors. Veterans pay the price when evidence gets overlooked.
