	"description": "I am writing to respectfully urge your support for the M/C Employee Representation Bill (S.9253), which would ensure that more than 11,000 State of New York employees designated as Management or Confidential (M/C) are guaranteed access to information and assistance from established employee associations. Unlike State employees eligible for union representation, M/C employees are prohibited from joining a union and therefore cannot engage in collective bargaining. As an alternative, M/C employees may voluntarily join employee associations such as the 50-year-old Organization of New York State Management and Confidential Employees (OMCE). OMCE provides critical services including information, advocacy, and representation in disciplinary and grievance matters when necessary. While unions benefit from guaranteed access to employees through State contracts and legislation, OMCE does not have comparable statutory access. As a result, many M/C employees may lack awareness of important workplace rights, protections, and benefits. This legislation would simply provide M/C employees and their representatives with the same level of access currently afforded to union-eligible employees and their unions. Importantly, there is no cost associated with this bill. Your support of S.9253/A. is essential to ensuring that over 11,000 M/C employees have equal access to workplace information, advocacy, and representation.
