"description": "M/C employees are treated differently from most New York State employees in numerous ways including compensation, benefits, and sick leave accruals. We also lack many of the same job protections that our union-represented coworkers enjoy. For our unionized colleagues that face disciplinary action, they have the benefit of an independent arbitrator to determine guilt or innocence and the appropriate disciplinary penalty, if any. We are not so fortunate; M/C employees subject to discipline face a hearing officer selected by management who issues only a recommendation at the conclusion of a hearing. The recommendation of management’s hand-picked hearing officer is not final and binding; it is subject to change or complete and total rejection at the discretion of management! M/C employees, like me, deserve the same job protections that our union-represented coworkers enjoy! I urge you to support Senate bill 1540. This legislation, WITHOUT ANY COST, improves the disciplinary process for M/C employees, by ensuring that the recommendations of hearing officers are “final and not subject to change or modification.” While other State employees enjoy this level of due process, it is denied to M/Cs. The enactment of this provision into law will correct this unfair practice without cost to the State or taxpayers.",
