	"description": "Last month, after a long and contentious board meeting, the California Air Resources Board (CARB) approved some pretty HUGE changes to the Cap &amp;amp; Invest program (formerly known as &quot;Cap &amp;amp; Trade&quot;). Climate Action California and many climate, environment, and environmental justice allies made our voices heard that we believe these changes will endanger vital funding programs for transit, affordable housing, clean air, clean water and other environmental justice initiatives; they also threaten California’s climate targets for 2030. To help us make sense of it all, Team Leader Jonathan Cole will present an overview of the Cap &amp;amp; Invest program: its goals, its history, and how it works. Then he&#x27;ll break down how the recent changes put key aspects of the program at risk, and discuss options for the future. Jonathan Cole is the Transit and Rail Lead for Climate Action California’s Transportation Team, with a current focus on funding for transit and high-speed rail. Jonathan is Professor Emeritus in the Physical Sciences Department at MiraCosta College in Oceanside, California. His past experience includes graduate work in climate science at Scripps Institution of Oceanography, where he participated in research into aerosol scattering of sunlight as a Visiting Scholar. With climate scientist Veerabhadran Ramanathan, he is co-author of two chapters in the University of California climate science textbook, Bending the Curve (2019).",
