In DC, you can file a complaint even if you are not the victim. You can use this process to file a complaint for incidents that occur in DC and involve Metropolitan Police Department (Washington, D.C.) and/ or D.C. Housing Authority Police Department (HAPD) officers. For years police abuse perpetrated by MPD and HAPD has been seriously underreported. In the past police complaints were not investigated for months, even years and officers faced no repercussions. Eventually, DC residents slowly stopped filing complaints. The Office of Police Complaints has reduced the processing of complaints, but the number of complaints still does not reflect how widespread and consistent the abuse is. Filing police complaints is not going to free us, but it is a tool that provides a way to identify officers, record abuse, and fight tactics, systems, and policies that actively harm and terrorize Black and brown DC residents and their communities. It is also a powerful tool for individual cases and supports those directly impacted by state violence. AND… We know that there is an undeniable connection between community violence and police violence. A significant number of Black folks in DC, especially young Black folks who have lost their lives to community violence also experienced police harassment, targeting, criminalization, and/ or abuse at some point.
