"description": "The Portland Police Association and wealthy special interests are attempting to raid the Portland Clean Energy Fund to expand the police. Only sign measures you agree with! The Portland Clean Energy Fund is under attack: a new initiative petition amending Portland’s charter will soon be able to begin gathering signatures to be on the November 2026 ballot. The deeply flawed measure would amend Portland’s Charter to permanently divert 25% of the voter-approved Portland Clean Energy Fund revenues to grow the police force. Backed by the police union and wealthy special interests, this measure will take away critical dollars from climate action programs and reduce police accountability to the public. Your signature is valuable. As supporters of PCEF, we are calling on Portlanders to: Be sure to ask for and look at the full petition number and title whenever you sign a petition. Decline to sign any measures you don’t agree with. Tell your friends and family about the problems with this measure. 1PDX2026 reads: “Amends Charter: Increases police using 25% of existing Clean Energy Surcharge” in the title. Learn more about how this measure will take away critical resources from PCEF to expand the police: The Portland Clean Energy Fund builds climate and community resilience. PCEF has played a transformative role in supporting climate action and resilience in our communities. In a time when families are struggling to pay their utility bills or stay safe in extreme weather events, PCEF helps. It supports economic development by creating good jobs, lowering energy costs, improving homes and businesses, and more. Through the City Council-approved Climate Investment Plan, PCEF funds have been fully allocated through 2029 to projects including cooling units for low-income Portlanders, tree planting to address urban heat islands, energy efficiency retrofits to lower energy use and save families money, and job training for the green economy. With the Trump administration’s federal cuts to environmental protections, Portland needs to rely on our own resources to safeguard our communities against the climate crisis. 1PDX2026 undermines police accountability and doesn’t make us safer. In addition to raiding PCEF funds, the initiative makes our government less accountable: This measure would permanently diminish power from the democratically-elected leaders of the Portland City Council to set the budget. A new commission—a majority of whom are not elected by the people—will say how to use these funds. The police union will have a seat at the table, but community won’t. None of the funds may be spent on critical community safety programs like Portland Street Response, firefighters, or 911 responders. That does not make our city safer. This amendment will encourage costly lawsuits that manipulate the political process. If someone sues and prevails, the City will be responsible for covering all of their attorneys’ fees using taxpayer dollars. This initiative is bad for climate, bad for police accountability, and bad policy. You can help protect PCEF by only signing measures you know that you agree with. By taking this pledge, you are supporting climate resilience and economic opportunity for real community safety.",
