	"description": "We, the undersigned, urge you not to pass H.R. 3831 until the bill is full debated and considered in the Senate. This is not a simple or noncontroversial bill. There are substantial concerns within the diving, marine science, and ecotourism communities about the assumptions being made regarding shark-feeding activities and the way different practices are being grouped together in the public debate. Responsible shark ecotourism is not the same thing as commercial or recreational fishing practices that use bait and chum to attract sharks. Conflating those activities risks producing bad policy based on an incomplete understanding of shark behavior, conservation, and coastal economic impact. Before moving forward, Congress should hear from marine biologists, conservation experts, dive operators, and the coastal communities whose livelihoods depend on sustainable marine tourism. We respectfully ask the Senate: Not to allow H.R. 3831 to pass under unanimous consent or any other fast track procedure Require full hearings and open debate Hear the full scientific and economic record before any further action Congress should not legislate first and ask questions later.",
