February 19, 2026 marked four years since Donnell Rochester, a queer 18-year old Black kid, was killed by Baltimore City police officers Connor Murray and Robert Mauri. His killers faced no prosecution, and as of 2025, remain active duty police officers in Baltimore City. The Maryland Attorney General&#x27;s Office investigated Donnell&#x27;s death and found probable cause to charge Murray with second degree murder or voluntary manslaughter. Despite this, Baltimore City State’s Attorney Ivan Bates chose not to prosecute. Because of a conflict of interest at the local level, in 2023 the Maryland General Assembly passed Senate Bill 290, sponsored by Senator Will Smith, and granted the Attorney General authority to prosecute police-involved killings in the state. Because Donnell was killed in 2022, his case was left behind. The Donnell Justice Fighters have been fighting for what Ivan Bates denied: the prosecution of Donnell&#x27;s killers. There are three paths towards justice, and as such we have three demands: To Governor Wes Moore: Change the jurisdiction of Donnell&#x27;s case to the Attorney General&#x27;s Office and direct them to prosecute, as authorized by Article V Section 3(A)(2) of the Maryland Constitution. To Mayor Scott and the Baltimore City Council: Fire Connor Murray, Robert Mauri, and all killer cops without pension. To Maryland legislators: Amend 2023 SB290 to retroactively include Donnell Rochester, thereby giving the Attorney General authority to prosecute his case. Help us demand justice and accountability.
