Elder and Medical Parole (Lead sponsors: Senator Miranda, Representative Sabadosa, Representative Uyterhoeven) This bill would establish the right to a parole hearing for people 55 and older who have served more than 15 years or at least half their sentence. This bill would also address gaps in existing medical parole legislation to improve access and equity. Massachusetts has an aging incarcerated population with the proportion of people aged 50+ increasing from 23% in 2015 to 33% by the start of 2024. Releasing aging and sick incarcerated people is compassionate, cost-effective, and will not compromise public safety. Last session, these policies were reported favorably out of committee and had broad public support.",
