When the Roanoke City Council approved the revised Evans Spring Plan they didn&#x27;t include an important disclaimer that was in the 2013 Evans Spring Development Plan warning potential developers about the wetlands. It&#x27;s important for developers to know that there are state and federal laws protecting wetlands and they may not be able to get the necessary permits to be able to develop the land. If the revised plan was developed it would cause over 70 million gallons of stormwater to flood downtown Roanoke. Hence the state and federal laws preventing that from happening.",
