Kelly Frazier, President of the Northside Coalition of Jacksonville, said: “Officer Justin Peppers must be immediately removed from duty. Sheriff TK Waters is putting the public in danger by having this officer remain on the force after he has &#x27;demonstrated a history of repeated infractions of JSO orders.&#x27; The Sheriff has said only illegal behavior will get an officer removed from duty and that is unacceptable and shows a lack of accountability in JSO. Peppers has not learned from his mistakes. His behavior will eventually cause a lawsuit that will cost taxpayers money.
