In city sweeps across the country, more than two-thirds of those arrested had no criminal record at all. These operations were presented as public safety measures, yet the data show a system that sweeps up individuals who pose no threat and have no charges against them. In multiple states, ICE has arrested immigrants who appeared for scheduled court hearings because they were instructed to be there. Legal organizations have filed lawsuits describing how these courthouse arrests undermined the justice system and prevented people from participating in their own cases. More than 170 U.S. citizens have been detained by ICE, with several describing physical mistreatment and repeated refusals by officers to review valid documents. Chicago offers a clear example of recent enforcement patterns. A large, widely publicized operation prompted national attention, yet records later confirmed that no criminal charges resulted from the arrests announced that day. In several neighborhoods, residents described forceful ICE tactics during routine stops and home visits. When agents are pushed to deliver volume instead of lawful outcomes, mistakes turn into systemic failures. Congress must step in to identify how these directives were implemented, who authorized them, and how they continue to influence enforcement today.
