Its key provisions include: Establishing Standards for Emission Reduction: Directing the Secretary of Transportation to create standards for states to reduce greenhouse gas emissions, per capita vehicle miles traveled (VMT), and air pollution on public roads. Project Analysis and Public Disclosure: Mandating states and metropolitan planning organizations (MPOs) to analyze and publicly disclose the impacts on environmental justice communities, emissions, and VMT for significant traffic capacity projects. Prioritizing Sustainable Projects: Requiring states and MPOs to consider projects and strategies that reduce per capita VMT and greenhouse gas emissions. States not complying with these standards must allocate federal highway funding to achieve compliance, ensuring accountability and progress toward the set goals.
