	"description": "HB 1300 would strip away local control from voters. Local control of our public schools is a bedrock Granite State value. Local property taxpayers provide 70% to 80% of the funding for our public schools, so they have always had the largest say in how those funds are raised and spent. And the discussions about school district budgets should be held during town meeting season and when local voters have the most information and direct control. The November election also is untimely as districts are in the middle of preparing their next budgets and this would be an impediment to proper planning and budgeting under the scrutiny of town meeting voters. HB 1300 is a mandate from Concord that requires that a tax cap for a local school budget will be on the November ballot every two years during the state and federal elections when voters are not focused on local issues. Local taxpayers can already vote to implement a tax cap locally. Proponents of this bill are choosing to ignore the will of voters in towns across the state where voters have rejected such caps. Please contact members of the Senate Election Law and Municipal Affairs Committee and tell them to vote Inexpedient to Legislate.",
