A public hearing is scheduled for December 8th and we need your voice today to protect our workforce. Proposed changes by the Department of Labor will create dangerous and unsustainable working conditions by changing apprenticeship ratios to two apprentices to one journeyman. And the language of the proposal could lead to one journeyman being responsible for the training and safety of up to five apprentices - a five-to-one ratio. A previous change had overwhelming public opposition and Gianforte’s Department of Labor backed away from their proposal. Now they are going after a ratio that’s even worse than their last attempt. Here is what you can do to help. Send a message to DLIRatioComments@mt.gov saying you support the following: Ensure that one journeyman employed by a sponsor may supervise one apprentice for the first four apprentices at a ratio of one apprentice to one journeyman (1:1). Two additional journeymen employed by the sponsor are required to supervise each additional apprentice. Add a new section to ARM 24.21.1002 stating “Apprentices employed for construction services, as defined in 18-2-401(3)(a), shall not supervise another apprentice.” Delete Administrative Rule 24.21.1003(2) and change 24.21.1003(4) to state “In order to prevent abuse of the apprentice-to-journeyman ratio, the department will monitor the progress toward completion of all apprentices.” The best way to do business in Montana is through Joint Apprenticeship programs.
