At the same time The moderate-conservative bloc of the City Council is introducing a supplemental budget ordinance, misleadingly titled “Risk Reduction Rescue,” that would sabotage and ultimately defund the Office of Community-based Police Accountability (OCPA), with a significant portion of the money going to the Portland Police Bureau. Portlanders want police accountability—82% of voters supported the creation of the Community Board for Police Accountability in 2020. Taking money from the OCPA, which is the bureau that houses and is run by the Community Board for Police Accountability, without the support of the Board would violate the City Charter. The ordinance uses a workaround—it loans money from Portland Parks &amp;amp; Recreation to fill the budget gap and then has OCPA pay Parks back. This puts pressure on the OCPA to underspend its legally required budget, which violates the portion of the Charter which states that the &quot;City Council, Mayor, City Administrator, Auditor, and City departments, bureaus and other administrative agencies shall not interfere in the exercise of the Board’s independent judgment.&quot; &quot;Save Our Services&quot; is the better way forward, funding our services, saving represented jobs, all without defunding police accountability. HOW WE GOT HERE. The socialists and progressives on city council pushed hard during the budget process to address the Mayor’s massive cuts to basic services and jobs. They tried to reach a compromise multiple times but unfortunately weren’t successful in stopping these cuts during the budget season.",
