	"description": "Senate Bill 17 will harm our communities and families struggling to make ends meet. This bill will require photos to be added to a SNAP EBT cards (which is very costly), and it will create confusion when another household member, pastor, or volunteer is running the household errands for the person whose picture is on the card. The bill will also dramatically increase the income verification and reporting requirements of low-income people while increasing work requirements on parents of young children and older Ohioans while limiting educational options to satisfy existing work requirements. These extra requirements become a substantial barrier to both individuals applying for benefits and for county agencies attempting to process benefits and serve their communities. If this bill were in place before the pandemic, many Ohioans would have gone hungry and lost their health insurance. SB 17 Puts paperwork over people. Is grounded in stereotypes of poverty. Will cause confusion, embarrassment, and likely hunger in the grocery line. Increases work requirements on those who are over 55 years old. County social service providers have rejected provisions similar to SB 17 in prior legislatures because of their cost and impracticality in implementation. We should be prudent and say NO To SB 17.",
