	"description": "Since 1998, Illinois has denied the right for Day-to-Day goodtime credits, contributing deeply to mass incarceration and an unjust system. House Bill 5219 eliminates the provisions requiring a person to serve extreme percentages of their sentences by providing an equal opportunity for all incarcerated individuals to earn good conduct credits for participating in work, education, and other programming. This overall encourages incarcerated men and women to take advantage of rehabilitative programming and allows IDOC administrators the ability to take good conduct credits for disciplinary infractions. Additionally, HB5219 provides Life-WIthout-Parole sentences the chance to accumulate goodtime if they receive a sentence change through the courts or via clemency. Currently, there are thousands of people in the IDOC who are diligently rehabilitating themselves, while Illinois refuses to acknowledge those efforts.
