The Bureau of Land Management wants to auction 44 parcels, roughly 36,000 acres across Kern, Kings, Fresno, and San Luis Obispo counties, to oil and gas companies at a December lease sale. To do it, BLM has published a Draft Environmental Assessment and a draft “Finding of No Significant Impact.” That is the agency’s formal position: opening 36,000 acres of public land to drilling is not significant enough to require a full environmental impact statement. BLM has also determined, preliminarily, that no historic properties would be affected — on land within the ancestral homelands of the Chumash, Yokuts, and Salinan peoples, next to Carrizo Plain National Monument and Painted Rock, one of the most significant Indigenous sacred sites in North America. Here is what a finding of “no significant impact” is being applied to: • Parcels overlapping California’s Health Protection Zones — the 3,200-foot buffer law that we all fought so hard for, that keeps new oil development away from homes, schools, and hospitals. A federal court rejected the Trump administration’s attempt to block that law earlier this year. It stands. • Land inside the Lokern-Buena Vista and Chico Martinez Areas of Critical Environmental Concern — designations BLM itself created because the land is ecologically sensitive. • Thousands of acres bordering Carrizo Plain National Monument, home to the endangered San Joaquin kit fox, giant kangaroo rat, blunt-nosed leopard lizard, burrowing owls, and California jewelflower. • A starting bid of $10 an acre. The federal minimum. • Fracking which California stopped issuing new permits for in 2024. Nothing in this lease sale resolves what happens when a federal lease meets a state that has stopped permitting the practice. 175,000 people already commented against the plan that made this sale possible. BLM finalized it unchanged. This is the next phase in voicing our objection on the record.",
