	"description": "With the coronavirus pandemic a personal and professional concern for everyone, New Jersey education employees at all levels have a lot on their minds as a new academic year approaches. Consequently, they don’t need additional job security and stability concerns hovering above them in the form of subcontracting and outsourcing services. Senate Bill No. 2303 provides assurance against these forms of privatization and anti-union behavior, while also holding public employers responsible for promises made to employees. Additionally, this bill supports the following: · Makes explicit that employer subcontracting is a mandatory subject of bargaining, ensuring workers have a voice about the future of their jobs. · Ensures stability for union members by limiting an employer’s ability to subcontract work during the life of a collective bargaining agreement. · Provides a process for a union to meet and consult with the employer if the employer seeks to subcontract work following the expiration a collective bargaining agreement. We urge you to move Senate Bill No. 2303 forward in the Assembly as worded.",
