The bill makes sure every penny goes directly to federal employees’ paychecks during a government shutdown. The bill makes clear that the money can only be used to pay the salaries and wages of federal employees who were already hired before the shutdown began. It cannot be moved around, redirected, or used for anything else. Every dollar must go straight to workers. The bill also covers any future furloughs, so that federal employees—now and in the years ahead—won’t be left without pay when Congress can’t agree on a budget. During a shutdown, employees will keep doing as much of their work as possible to keep essential public services running. Finally, the bill guarantees that federal workers will be paid within three days after the law is passed and will continue to get their paychecks on their normal schedule after that.
