"description": "Illinois spends $21.87 million each year to keep youth isolated inside IYC Harrisburg. Even the IDJJ itself shared its desire to close IYC Harrisburg in its 2020 restoration plan, recognizing that the system needed to change. Despite this acknowledgment, there are still 52 young people kept far away from their loved ones. Young people in IYC Harrisburg are experiencing racism and abuse and are separated from their families with no reliable means of public transport for visitation. It’s time to close IYC Harrisburg - sign our petition to demand JB Pritzker close IYC Harrisburg now! RACISM The youth inside are primarily Black and from low income and highly surveilled communities, while the staff is overwhelmingly white (91% white staff vs. 72% Black youth.) Instead of receiving rehabilitation, youth routinely experience discrimination slurs and treatment. Worse, the 1-to-35 mental health staff ratio leaves youth with no meaningful support navigating the trauma they experience.. ABUSE Youth are experiencing different types of abuse at IYC Chicago. Harrisburg has higher-than-average rates of staff sexual abuse. The rate of physical assault has climbed from 11.8% to 14.7%, which shows far above the national average. Survivors share horror stories: “ They treat us like animals and carry around bear mace. Something they may not use in academy training but they use on us.” -EO, a young person that was incarcerated in Harrisburg in 2020-2023. DISTANCE Because Harrisburg sits in deep southern Illinois with no public transit, trains, or direct buses, families are cut off from visiting due to long travel times and high travel costs. These are the top 3 counties that incarcerated young people to Harrisburg as statistics show, these are traveling times; Cook County (5 hours 4 mins), Peoria County (4 hours 14 mins), and Sangamon County (3 hours 10 mins). Supporting our communities demands will reroute prison funds into local youth organizations, investing in community development, restorative justice first steps, and local health programs. Please sign our petition to close IYC Harrisburg now!",
