	"description": "PSA believes that the process of acquiring firearms in Pennsylvania should reflect the needs and concerns of Pennsylvanians. PSA proposes that Pennsylvania adopt a comprehensive gun purchase program known as Permit to Purchase. The Permit to Purchase program would ensure that an individual who can safely own a firearm is eligible to purchase one, while simultaneously discouraging the purchase of a firearm for an illicit purpose. Permit to Purchase programs have been shown to decrease straw purchases of firearms, increase accountability in gun ownership, and act as an overall deterrent to gun violence.",
