A groundbreaking consent decree recently prompted the Environmental Protection Agency (EPA) to revisit the federal rule governing coal ash disposal, the Coal Combustion Residuals (CCR) Rule, and begin closing this dangerous loophole that has allowed utility companies to evade cleaning up toxic coal ash sites across the country.
