	"description": "Tell Congress: Pass the HAILEY Act (H.R. 9236) Our children deserve an alert when law-enforcement reasonably believes a missing child is at high-risk. We, the undersigned, call on the United States Congress to pass H.R. 9236, the High-risk Alert Improvement for Locating Endangered Youth (HAILEY) Act of 2026. When a child goes missing and law enforcement has reason to believe that child is endangered, every second matters. Yet, outdated federal AMBER Alert standards can leave a dangerous gap when a missing child is believed to be at high-risk. The HAILEY Act would help close that gap. H.R. 9236 would amend the PROTECT Act to establish minimum standards for issuing alerts through the AMBER Alert Communication network for individuals who: Are under 18 years of age, and Are reasonably believed by law enforcement to be a high-risk missing person. Children today face dangers that have evolved dramatically since the AMBER Alert system was created. Online grooming, exploitation, trafficking, coercion, and other threats can place a missing child in immediate danger even when law enforcement cannot initially confirm that a traditional abduction occurred. Our laws and public safety tools must evolve with today’s threats. A child’s protection should not depend on whether the danger they face fits an outdated definition. The AMBER Alert system is already one of the most powerful tools available for rapidly mobilizing the public to help locate endangered children. The HAILEY Act would strengthen that system by helping ensure law enforcement can use this critical tool when a missing child is reasonably believed to be at high-risk. Missing child cases can require significant law enforcement, government, nonprofit, and community resources. We should be doing everything possible to intervene earlier and not waiting until a situation becomes even more dangerous, costly, and difficult to resolve. We respectfully call on members of the U.S. House of Representatives to support and pass H.R. 9236, and we call on the United States Senate to advance corresponding legislation so the HAILEY Act can reach the President’s desk. This is not about politics. This is about protecting God&#x27;s children. It is about giving law enforcement another critical tool when time matters most. An endangered child’s call for help should be amplified, not silenced!",
