	"description": "Petition for Reparations: Permanent Guaranteed Income Program for Survivors of the War on Drugs To: Governor Pritzker, Lt. Governor Stratton, and the R3 Board: On May 31st, 2019, Illinois set a bold precedent in cannabis reform by legalizing adult-use cannabis through HB1438—the Cannabis Regulation and Tax Act. Celebrated as one of the nation’s most &quot;equity-centric policies&quot; and even described as the “gold standard” in legalization law, this landmark legislation promised reparations for those harmed by the War on Drugs. Yet, as the cannabis industry flourishes and generates billions in tax revenue, the economic equity promised to survivors has been neglected. In Fiscal Year 2024 alone, Illinois recorded total cannabis sales of $1,701,164,690 and generated $424,661,679 in tax revenue. Of this, the Restore, Reinvest, Renew program (R3) received $63.4 million—funds intended to support communities devastated by violence, mass incarceration, and economic disinvestment. However, these funds have not been used to address the direct needs of individuals most affected by the War on Drugs. We demand that 25% of the R3 funds be reallocated to establish a permanent, statewide guaranteed income program. This initiative would provide direct cash payments to survivors of the War on Drugs–those who have endured mass incarceration, job loss, housing displacement, and systemic deprivation of opportunities. Direct cash support is the most effective way to restore dignity, reduce economic disparities, and pave a tangible path toward healing. Equity and Transformation (EAT), has already demonstrated the transformative power of guaranteed income through the Chicago Future Fund–the first program in the nation to provide direct cash payments specifically for formerly incarcerated individuals. By disbursing $870,000 to 130 residents of Chicago’s South and West sides, the CFF produced impactful results, proving that direct cash payments can lead to economic empowerment and community healing. We call on Governor Pritzker, Lt. Governor Stratton, and the R3 Board to act decisively by reallocating 25% of the R3 funds to build this permanent guaranteed income program. This program must serve as a lasting model of Drug War Reparations–ensuring that the promise of equity and justice made in 2019 is finally delivered to those who have suffered under the policies of the War on Drugs.
