	<title>Location Pay for Eligible M/C State Employees (S.7842)</title>

	<description>I am writing to urge your support of S.7842 which requires the creation and implementation of a pilot program for meaningful Location Pay for eligible Management and Confidential (M/C) State employees in high cost-of-living regions. Such a program, based upon the current federal model, would improve the recruitment and retention of employees in the today’s competitive labor market. The State’s current Location Pay model puts the State in a competitive disadvantage in the recruitment and retention of employees. First, it is limited to few areas of the State. Second, Location Pay amounts are minimal and have not historically kept pace with inflation even with recent increases. Third, current Location Pay is a “one size fits all” flat amount rather than a percentage of salary. As a result, the current Location Pay model provides only a marginal cost-of-living adjustment to a small percentage of State employees. The federal government’s General Schedule Locality Pay plan, by contrast, is dynamic, allows for multiple different locations to receive adjustments based upon current economic data, and pays a percentage of salary, NOT a fixed dollar amount. The advantage of the federal model is that it realistically addresses the difference in cost-of-living throughout different regions of the State based upon current factual economic data updated on an annual basis. If adopted, such a program will enhance recruitment and retention of State employees. It would complement, but not replace, existing State compensation remedies such as increased hiring rates and geographic pay differentials by paying ALL employees in high cost-of-living regions a premium that reflects a percentage of salary based upon documented cost-of-living data. The “one size fits all” approach to Location Pay is a disincentive to jobseekers to accept and keep a position with the State of New York. YOUR support of this legislation is desperately needed to ensure that current and future State employees are competitively compensated with regional cost-of-living salary enhancements that are meaningful, targeted and justifiable.</description>
