Now the administration wants Congress to fund an FBI-led NSPM-7 Joint Mission Center to coordinate investigations across multiple federal agencies. Civil liberties advocates warn that the vague ideological language in NSPM-7 blurs the line between violent criminal activity and constitutionally protected political speech. When governments start defining entire belief systems as security threats, ordinary political participation becomes easier to surveil, investigate, and intimidate.
