	<description>Promote Clean Electrification of Households by Reducing Electric Rates Affordable electricity empowers and encourages more Californians to choose clean-energy solutions, like EVs and heat pumps. This year, state lawmakers have introduced AB 2508, which would lower electric rates by using polluter funds from the state’s Cap-and-Invest Program to pay for certain public purpose programs that are now funded through electric rates. Allow Homeowners to Choose Clean Energy Over Fossil Fuels in Their Homes Utilities in California routinely replace thousands of aging gas service lines each year. New gas lines have a 50-60 year expected life – long past the state’s 2045 zero-emissions target. Such investments create costly stranded assets and represent a missed opportunity to electrify homes, especially for low- and middle-income households. To address this problem, legislators have introduced AB 2313, which would provide an electrification alternative to homeowners that have aging gas lines. Under the bill, homeowners would be able to use funds that would have gone to gas-line replacements to pay for home electrification upgrades (heat pumps, electric panel upgrades, etc.) instead. Improve Access to Clean Energy Solutions Heat pumps reduce climate emissions and air pollution and can help millions of California households reduce the cost of heating and cooling their homes. High permitting costs and red tape prevent many households from installing these clean-energy appliances. Local barriers, including high permitting fees, long inspection wait times, HOA restrictions, and the variability of requirements across the state drive up the cost of installation. Low- and middle- income households are most impacted, limiting their access to cost-cutting heat pumps. Legislators have introduced SB 222 to mandate streamlined, automated permitting for standard heat pump water heater and HVAC installations. Ask Your Legislators to Promote The Transition to Affordable Clean Energy Ask your representatives to support AB 2508 to lower electric rates, AB 2313 to provide homeowners with an electrification alternative to gas service line replacements, and SB 222 to streamline permitting for heat pump installation. We don’t want to miss the opportunity to speed up clean electrification, lower costs, and protect our climate.</description>
