The Texas Commission on Environmental Quality (TCEQ) is more likely to conduct an investigation—and more likely to find violations—after a citizen complaint. SB 471 would allow the TCEQ to ignore citizen complaints. The TCEQ itself has never said it needs or wants this bill.
