	<description>Portland City Council must pass an amendment to its flood hazard plan by July 31 in order to come into compliance with the Endangered Species Act. This will ensure that Portlanders continue to receive relatively affordable flood insurance rates through the FEMA National Flood Insurance Program, while at the same time protecting salmon and steelhead in our rivers. We&#x27;ve just seen recent, devastating examples of floods just in the last few weeks in Texas, North Carolina, and New Mexico, with significant amounts of rain also causing danger and damage across the East Coast and in Chicago. Climate change makes flooding more likely and less predictable. While the amendment being considered by Portland City Council is not perfect, it includes helpful provisions that better protect endangered species and that simultaneously protect people and buildings from worse flooding.
