	<description>Last year, the California legislature passed a reauthorization of California’s Cap-and-Invest program extending this critical system that reduces pollution while shoring up funding for ratepayer relief and investments in healthy, resilient communities. Now, the California Air Resources Board (CARB) wants to weaken the cap by proposing a Manufacturing Decarbonization Incentive mechanism that would jeopardize billions of dollars in funding to support climate investments and energy affordability. Let’s be crystal clear: This proposal is in response to massive lobbying efforts by fossil fuel interests. Some of the most profitable companies in the world want to benefit by weakening one of the most successful emissions caps in the world. The proposed amendments reflect a major departure from California’s path to achieve its 2030 climate targets. It jeopardizes billions of dollars in funding for building out affordable transit-oriented housing and major public transit projects, deployment of zero-emission vehicles, transit services, fare-free and discounted transit passes, and community air quality initiatives that make California more affordable by lowering rents and transportation costs. The cost also includes investments in good-paying, family-sustaining jobs and means access to affordable housing and transit options, travel timing savings that buy Californians more time with family and friends, and personal health unburdened by the harms of air pollution. The truth is that all the benefits go to big polluters, including the state’s electricity and gas utility companies, while Californians pay all the costs. This new plan can still be stopped.
