Trump not only broke these norms at every turn, but he did so intentionally to appeal to his base. Trump showed us that norms are not enough to protect our democracy. That is why House Democrats have introduced new legislation aimed at increasing the legal checks on executive power. The Protecting Our Democracy Act (PODA) includes several key reforms that curb unconstrained executive power and also increase executive branch transparency and accountability. It puts reasonable limits on emergency powers, prohibits self-pardons, and prevents political interference at the Department of Justice. The bill also roots out corruption by preventing presidents from profiting from public office, and it protects our elections from foreign interference. Further, PODA would codify into law the requirement that all major party presidential and vice presidential candidates publicly disclose 10 years of tax returns. Yet further, the bill bolsters Congress' ability for oversight, expediting the enforcement of congressional subpoenas and increasing protections for whistleblowers and other essential checks on the presidency. This legislation ensures that no president is above the law and restores balance across our government.
